investigation are found to have become destitute through
no fault of their own in such a way as to preserve them
from the degradation of going to the House of Detention has
also received my consideration and arrangements have been
made through a local Benevolent Society for the charitable
support of such men, if they are of the seaman class in the
"Sailors Home". It is now in contemplation to make similar
arrangements for the charitable support of deserving men
not of the sea-faring class in some other institution
where they may get decent board and lodging while seeking
employment. These arrangements involve no expense to Govern
-ment.
